Context & Background
The Annex 15, 16th Edition to the ICAO Convention, complemented by a the PANS-AIM, has entered into force on 8th November 2018. While new provisions have appeared in the ICAO documents for additional digital data sets, the provisions for obstacle data sets have remained essentially the same. Although some initial coding guidelines for obstacle data sets were included in the Eurocontrol TOD Manual, they were considered insufficient, in particular when compared to the much more detailed AIXM specifications being developed for the new ICAO Data Sets. Therefore, the purpose of this project is to provide a formal mapping of the requirements and more detailed coding rules for the provision of the Obstacle Data Sets in AIXM 5.1(.1) format.

The present documentation of the AIXM 5 coding guidelines for the ICAO Obstacle Data Sets comprises the following elements:

This section provides the detailed mapping between the ICAO Annex 15 and PANS-AIM Obstacle Data sets requirements and AIXM 5.1(.1). It starts with a brief introduction, highlighting the key principles that have been applied for the mapping. All data items (properties and sub-properties of the subjects), which are considered relevant for an Obstacle Data Set, are mapped to the corresponding AIXM 5.1(.1) features and attributes.
This section contains coding guidelines for properties such as identification, geometry, lighting, etc. The examples provided in relation with the coding guidelines are fictitious obstacles, which are also contained in the EUROCONTROL TOD, Edition 2.3, Appendix 1 coded in AIXM 5 part of the DONLON Obstacle Data Sets Specimens.
In addition to the common interoperability guidelines that are applicable to all digital AIS data sets, some specific interoperability provisions are defined for the Obstacle Data Set. These are listed in this section.
