Introduction
This section provides an overview of the standards in the scope of Aerodrome Mapping Data (AMD).
ICAO requirements for AMD are in ICAO Annex 14 Vol. 1, ICAO Annex 15, and ICAO PANS AIM (Doc 10066).
ICAO defines AMD as "Data collected for the purpose of compiling aerodrome mapping information for aeronautical uses".
ICAO also defines the related data set notion as “Identifiable collection of data”.
Combining these two notions, ICAO introduces the notion aerodrome mapping data set, which is one of the aeronautical digital data sets required by ICAO Annex 15.
This means that in essence the Annex 14 and Annex 15 requirements apply to the provision of aerodrome mapping data as data sets.
ICAO further references the notion aerodrome mapping database (AMDB), defined as "A collection of aerodrome mapping data organized and arranged as a structured data set", and points at the industry requirements (EUROCAE ED99() / RTCA DO-272()) of the related applications.
Notes:
From a EUROCAE ED99() / RTCA DO-272() point of view, for an aerodrome mapping data set to qualify as an AMDB the industry requirements need to be satisfied.
ARINC 816 covering on-board use of AMDB is not considered in scope of this document.
Overview of standards and positioning
The standards that specify the requirements for AMD can be classified into the following groups:
- ICAO Annexes, PANS and Documents
- Industry standards in scope (EUROCAE/RTCA)
- EUROCONTROL guidance material
- ISO standards
Note:
The above classification is not exhaustive. For example, additional encoding guidelines exist for AIXM 5.1 in relation to the use of GML. This is covered in Ch4 of this guidance material when using AIXM 5.1 to encode AMD.

EUROCAE/RTCA AMDB in relation to ICAO Annex 14 and ICAO Annex 15
The ICAO provisions do not mandate the publication of AMDB in the strict sense of the related industry requirements. The ICAO approach is understood to foster the usability of State provided AMD (e.g. under the form of aerodrome mapping data sets) in an AMDB production context supporting the related industry applications. This is more or less facilitated by the level at which the EUROCAE/RTCA requirements (e.g. geometrical constraints) are taken into account by State AMD provision.
European Regulatory Context: Commission Implementing Regulation (EU) 2020/469
Commission Implementing Regulation (EU) 2020/469 of 14 February 2020 is important in the context of AMD provision. Whilst amending Regulation (EU) No 923/2012, Regulation (EU) No 139/2014 and Regulation (EU) 2017/373 as regards requirements for air traffic management/air navigation services, design of airspace structures and data quality, runway safety, it repeals Regulation (EC) No 73/2010, laying down requirements on the quality of aeronautical data and aeronautical information for the Single European Sky.
