Allocation of roles by the European Commission

After consideration of the ELSA study recommendations the European Commission has assigned different roles with respect to data link to different European organisations as follows:
- The SESAR Deployment Manager (SDM) is responsible for the implementation and deployment of data link.
- EASA is responsible for the end-to-end certification and validation oversight.
- EUROCAE continues to be responsible for standards development
- The Network Manager is responsible for performance monitoring and spectrum coordination.
In addition to the basic allocation of roles as listed above the commission identified some specific gaps and has allocated some corresponding tasks to each organization. In the case of the Network Manager one such task is to maintain a database of aircraft equipped with ‘best-in-class’ avionics.
