The Logon List

The "Logon List" is the new name for what was previously called the "White list".

MUAC (EDYY), Skyguide (LSAG,LSAZ) and DFS (EDUU) are operating a Logon List which is intended to prevent aircraft known to suffer from poor technical performance from logging on. Only the aircraft on the Logon List will be able to connect to these ANSPs.


The objective of the Logon List is to reduce the operational disruption suffered by controllers and crews and to offer a better overall ops experience when using datalink. The Logon List, when the performance of all avionics improves significantly and performance issues will be addressed may be removed but in the current conditions it is likely to remain in place for some considerable time.


Operators need to register their a/c in the Logon List indicating the datalink related avionics equipment. It is important that operators register correctly the avionics of their a/c and update them when changes/upgrades occur, as this information is important for investigations as well as for performance monitoring.


The Logon List is being coordinated by the NM datalink team on behalf of the ANSPs.


Aircraft on the Logon List are observed to suffer from a much lower PA rate than aircraft not on the Logon List. The graph below illustrates the benefits of having updated avionics:

The graph above shows the PA rate for aircraft using CPDLC in the centres that do not implement the Logon List. The Logon List Centres airspace (EDYY,EDUU,LSAG and LSAZ) are not included since they will only allow a logon from aircraft on the Logon List. The graph shows the PA rate of aircraft that are on the Logon List, aircraft that are not on the Logon List as well as the overall aggregated PA rate for all aircraft using CPDLC.

The Logon List only contains aircraft operating ATN and its not possible, nor required, to register FANS1/A only capable aircraft. Aircraft that are dual equipped van register if eligible and should use ATN rather than FANS1/A.

Which aircraft are currently on the Logon List?

The specific list of aircraft is available on the Logon List Dashboard.

Access needs to be granted. Please refer to the section below titled "How do I get my aircraft added to the Logon List?" for instructions on requesting access.

Which aircraft are eligible to be added to the Logon List?

All aircraft that do not have avionics on the list of 'Logon Ineligible Avionics' (formerly known as the Black List) are eligible for the Logon List. The performance of all aircraft on the Logon List will be monitored. Avionics that are observed to perform poorly will be added to the list of 'Logon Ineligible Avionics'. Avionics which are seen to perform poorly but for which further data is required in order to be conclusive will be added to the list of 'Avionics with performance concerns’ (formerly called the 'Grey List'). The fact that an aircraft is on the Logon List does not guarantee that it performs well; simply that it has not been observed to perform poorly.

Performance Monitoring Criteria

Avionics will be added to the list of 'Logon Ineligible Avionics' if they are observed to have a PA rate 50% worse than comparable aircraft over an extended period of time (4 months) and where there is a reasonable sample size on which to judge performance (at least 250 hours of usage). As from January 2021 avionics will also be considered for the 'Logon Ineligible Avionics' list if they have a 95th percentile Technical Round Trip Delay (TRTD) greater than 16 seconds (the requirement) and are more than 150% of the overall 95th percentile TRTD for all aircraft on the Logon List. As from February 2021 aircraft with a Technical Continuity of less than 0.98 and more than 10000 uplinks are also considered when determining if a configuration should be made ineligible.

‘Comparable aircraft’ means that the aircraft against which the performance is being compared, have other factors in common e.g. are using the same ACSP, have other avionic components in common and are operating in similar environments so that we can be confident that the avionics is the cause of the poor performance. Avionics where poor performance is observed, but for which it is not possible to identify a suitably large set of comparable aircraft will be placed on the list of 'Avionics with performance concerns’ until such time as it is possible to confirm conclusively that the poor performance is due to the avionics (in which case it will be added to the 'Logon Ineligible Avionics'), or until it is possible to conclude that the avionics are not the cause of the poor performance. A record of decisions is being maintained.

The criteria to be applied to the 'Logon Ineligible Avionics' and 'Avionics with performance concerns’ lists may evolve as experience is gained.

How do I get my aircraft added to the Logon List?

The Logon List will be updated at every AIRAC cycle. Requests to be added to the Logon List must be received at least three weeks before the next AIRAC date; this is to allow time for the ANSPs to agree the list and update their systems.

Following the closure date for applications (see below) the DPMF will prepare a proposed Logon List for agreement by the ANSPs in a meeting which will be held shortly after the closing date for applications.

Following agreement by the ANSPs, the DPMF will respond to each applicant indicating if their aircraft will be added to the Logon List and will publish the updated list as described above.

When is the next update due?

​The Logon List for 28th November 2024 has now been frozen.

  • Applications for the 23rd January 2025 Logon List must be received before noon (CET) on the 06th January 2025
  • Applications for the 20th February 2025 Logon List must be received before noon (CET) on the 30th January 2025
  • Applications for the 20th March 2025 Logon List must be received before noon (CET) on the 27th February 2025
  • Applications for the 17th April 2025 Logon List must be received before noon (CET) on the 27th March 2025
  • Applications for the 15th May 2025 Logon List must be received before noon (CET) on the 24th April 2025
  • Applications for the 12th June 2025 Logon List must be received before noon (CET) on the 22nd May 2025
  • Applications for the 10th July 2025 Logon List must be received before noon (CET) on the 19th June 2025
  • Applications for the 07th August 2025 Logon List must be received before noon (CET) on the 17th July 2025
  • Applications for the 04th September 2025 Logon List must be received before noon (CET) on the 14th August 2025

How can I change the information you hold about my aircraft on the Logon List?

If any of the details about any of your aircraft on the Logon List have changed (including the contact email address) please update it via the Logon List Dashboard

If my aircraft is not on the Logon List does that mean it is no longer considered compliant with the data link regulation?

In a word 'no'; the Logon List is independent of the regulation. An aircraft can be compliant with the regulation but not eligible for the Logon List.

If my aircraft has 'Logon Ineligible Avionics' how do I get it on the Logon List?

Aircraft with avionics on the 'Logon Ineligible Avionics' list will not be allowed to join the Logon List; so if your aircraft has been removed from the Logon List because it has ineligible avionics it will be necessary to upgrade/change the avionics to some that are eligible in order to rejoin the Logon List.

Do I need to list all Service Bulletins installed on my aircraft?

It is useful if you can list all the service bulletins installed for the avionics listed. It is essential that where appropriate you explicitly include the service bulletin(s) that are required in order to be eligible for the Logon List and not just the latest service bulletin. For example if SB7 is required and SB11 requires the prior installation of SB7, you should still list SB7 even if you have SB11 installed (ideally you would list both SB7 and SB11).

EDYY no longer supports FANS1/A after 24th August 2021

As from 24th August 2021 MUAC/EDYY will support CPDLC via ATN only – legacy FANS 1/A support will cease as of then.

All airlines with NM Logon listed dual stack airframes, should ensure the appropriate avionics configuration and cockpit procedures to LOG-ON via ATN to EDYY (iso FANS), to smoothen the operational transition to ATN only CPDLC. Please cross check the validity of the aircraft data provided to NM in the Logon List and provide necessary updates! In case your aircraft/fleet are eligible for LOG ON listing, but not yet listed, please start the registration.

Will my aircraft be able to use ADS-C if they are not on the Logon List?

As from 30th May 2022 MUAC/EDYY will support ADS-C which will allow aircraft to automatically log on and downlink flight management system information (aircraft intent) to the MUAC system, which can be displayed on controllers’ screens. However aircraft that are not on the Logon List will not be able to logon and so will not be able to exchange ADS-C data with EDYY.
